Evaluation of PHI Direct Care Worker Training Innovation Program

Inadequate training and limited opportunities for career advancement for direct care workers (DCWs) are known drivers of negative workforce, employer, and patient outcomes. PHI works to strengthen training standards and delivery systems for DCWs, with demonstrated successes in advocacy and innovative workforce interventions. To further advance this work, in 2025, PHI launched a multi-pronged DCW training program in partnership with 4 licensed home care agencies in New York City.

This project’s purpose is to design and implement a process and outcomes evaluation to assess the implementation of PHI’s training innovation intervention and its effectiveness in improving workforce and client outcomes. Evaluation findings will inform program improvements, contribute to evidence in the field, and strengthen the case for investing in DCW training for key stakeholders.
